Patti, great question...the medical community is not clear about treating male menopause (Andropause) or linking other health conditions to this life stage in men.

I think the best option will be to start with an Internal Medicine doctor. They are trained in many body systems including those related to the production of hormones. I really doubt many Urologists know how to treat symptoms of Andropause but who knows, there might be a few out there. The other medical specialty that by definition and medical training should be familiar with HRT for men are Endocrinologists.

There is a medical society in England that focuses on Male Menopause and Dr Carruthers has led many efforts to recognize the hormone replacement therapy needs of males. But I think we have a long ways to go to recognize this life-changing event among men. http://www.andropause.org.uk/bookshop.asp

There is another medical organization that offers a list of trained physicians on Bio-identical hormone/HRT treatments for men and women and across the country www.acam.org It may be worth checking...
