Hmm.. Interesting. Although I am not sure about cold water slowing digestion, I do have a preference to room temperature water because it is easier to ingest [for me].
I did however find this statement online but will not reference it because I cannot guarantee that the source is in any way reliable...

Avoid cold drinks while eating. Food is digested more efficiently at around body temperature, therefore cold fluid can slow down the digestive processes. If you must drink while eating, try hot water or herbal teas. Caffeine can cause excess production of HCl so should be avoided, as should alcohol.

Just like the site that posted that, there are many that say the same thing and some that say it's a myth.

The only thing I can say from first-hand experience is that I have lost more weight when drinking my water at room temperature (not hot) than when I keep it in my refrigerator. It is also expelled faster than when it's cold.
Although this may not be scientifically proven, I would not completely disregard the possibility.
