I wouldn't suggest cutting the tampon, because that may comprise it's efficiency, and because there are so many choices available.
Not all tampons are made alike. You might consider using a size designed for lighter flow days, if that size is more comfortable for you. Tampax makes a Pearl Compak tampon that looks like it's smaller than the regular size ones.
I used to use the O.B. tampons. They didn't have an applicator tube, so that was not very convenient. But, they also aren't as long as other tampons (but, they are a bit thick).
