This is a common misconception, that if both partners are virgins, then they are safe from having an STD/STI (sexually transmitted disease/sexually transmitted infection).
Actually, it is irrelevant if one or both people are virgins, as there are many STDs/STIs that are spread with just genital-to-genital contact (no penetration or ejaculation), as was the original question. Among some of the sexually-transmittable diseases and infections that are transmitted from skin-to-skin include HPV, Herpes, and pubic lice.
If both people are 100% sure they do not have an STD/STI, then it is not possible to transmit an STD/STI to another person.
