Hi bigmoc - It has to be very frustrating for you to have to deal with so much bureaucracy and hit these types of restrictions. It certainly makes the process of getting care a lot harder.
Here are some suggestions to consider:
1) A direct appeal to Dr. X to provide uncompensated care.
2) Investigation of whether there are any clinical trials underway with Dr. X at UCLA, as well as other LA area providers, that would enable you to obtain medical care at no cost.
3) Seeking additional referrals
4) Review of the credentials and qualifications of additional physicians and facilities that are available to you through your Medicare program. You may also want to look outside of LA County if your coverage allows that and determine whether there are additional options available to you.
