Hypertension is becoming more common in young people due to poor diet, but I'm not certain that is your issue. Hypertension is called the silent killer because you cannot feel it. Some people get headaches when their pressure is high, but for the most part you would not feel it. There are not sensory nerves in your veins. It sounds like you may be having neck problems, though. Sometimes when you get angry or stressed, those muscles tense and that can also give you a tension headache, which is very unpleasant.
Have you seen your health care provider about this? The best thing to do is to go get a checkup and make sure everything is alright. Usually if you go in for a visit they will take your blood pressure as part of the exam, and then you can discuss your neck issue just to be sure is is muscular and not something more serious.
