This kind of sounds like some kind of follicultis or infection. Some people get folliculitis from shaving, threading, or waxing. Basically the hairs may be ingrown or the follicles where they come out get inflamed or infected and then you get little pustules. That's what your description reminds me of. Of course, I can't diagnose you but it sounds similar.

But when it becomes chronic you may have a low level infection there, like staph which is on your skin naturally. In that case you may need antibiotics to resolve the infection.
I recommend seeing your health care provider about this because if it is an infection, and if it is staph, it will not go away and it could worsen. You do not want an untreated staph infection, especially near your eyes.
