I know...it is so frustrating that when you REALLY need to know that your period is going to begin, it is irregular.
You are right in suspecting that Plan B could be the culprit to your late period. Unfortunately, no one can even guess at what time your next period will begin, as Plan B can cause your cycles to be irregular for a cycle or two. You could have an early period one month, a late period the next month...no one knows, and there is no formula from which to even speculate.
Your reasoning is good, with expecting your period to start sometime between July 8th and July 17th. I know it's difficult, but wait a few more days past the 17th, and if your period still has not started, you can take a home pregnancy test. It sounds like you have been having protected intercourse since your last period, so your chances of pregnancy should be very slight.
Let us know if you would like to talk about the condom breaking twice, as condoms should not break...it is actually from user error most likely. Just a few quick tips: use lubrication on the outside of the condom, and make sure there is space left at the tip.
