You would think this is an easy question to answer...but it is not. There does not seem to be agreement within the medical community regarding what are "normal" levels of testosterone in women.

A few reasons:
1. Age is a factor
2. BMI is a factor (height, weight, body mass)

I found an article that discusses this topic in medical terms: http://jcem.endojournals.org/cgi/content/full/86/4/1842. I will continue searching for more information for you, that may be more helpful.

In the meantime...if her doctor thinks she has low testosterone, all of her symptoms DO indicate this as a possible cause, but he is not treating her because he is unsure HOW...he needs to refer her to a doctor that DOES know how, how much, etc. Can she seek a second opinion?
