Forgive me, but I am a little confused regarding your two questions. Masturbation does not have any effect on a woman's ability to conceive. If you are trying to get pregnant, having sexual intercourse around the time of ovulation increases your chances.
If you are a male, frequent male masturbation isn't likely to have much effect on your ability to get your partner pregnant. Frequent orgasms (ejaculations) caused by masturbation don't reduce sperm count or sperm quality.
Why do you want to reduce a normal sperm count and fertility?
