With all due respect, it looks to me like that train has already left the station. A doctor can suggest abstinence all s/he wants to, and very few patients will listen and heed his advice. I believe in today's culture, the doctor's time would be better spent counseling methods of contraception for both males and females. I happen to agree that the guy should keep it in his pants, but I don't think that's a realistic expectation in this day and time.
