As a mother of three children, I was faced with the issue of when should each child have a cell phone.
The concerns that you address can be and are applicable to internet use in general whether it be via a computer, Smartphone or tablet. Open and honest conversations about adults who prey on children, what should and should not be posted on social network sites, and responsible behavior served me and my children well.
I found that once my child entered high school, a cell phone became a necessity. The main school office was closed by the time after school club meetings and sports practice ended. In this situation, a child needs a cell phone to call home.
