To answer your specific question, yes, it is possible to become pregnant after having a tubal ligation. In a normal pregnancy a fertilized egg attaches itself to the lining of the uterus. With an ectopic pregnancy, the fertilized egg implants somewhere outside the uterus.

An ectopic pregnancy would result in a positive pregnancy test for you, as the hormone that's produced by a pregnancy still gets into the blood stream. Since your tests are negative you are not pregnant.

I have no idea why cat cut was brought up. In the medical field this is the term used for  a tough cord, made usually from sheep intestines, which is used for sutures after surgery. They do not need to be removed as, over time, enzymes produced by the human body degrade the protein in the sutures and will dissolve them completely.
