Welcome to EmpowHER. This does not sound like a typical case of dry lips.
The lips do not contain oil glands and are more susceptible to drying out and becoming chapped.

Are you taking any medications? Certain medications, such as vitamin A, retinoids, lithium and chemotherapy drugs can increase the risk of developing chapped lips.

Cheilitis is a condition marked by cracked skin at the mouth corners and crack on the lips. Cheilitis is most commonly attributed to infections and inflammatory diseases, such as Crohn’s disease. Dental trauma and excessive saliva production may also turn a regular case of chapped lips into cheilitis. According to the American Academy of Dermatology, cheilitis is most common in patients over the age of 59.

Since you have not seen any improvements with the use of lip balms, you must be seen by a dermatologist.
