I'm confused. If your last menstrual period was March 2, you were not pregnant on February 28, so hCG levels would be zero. If you have a 28 to 30 day menstrual cycle, you would have been ovulating around March 21.

hCG is a hormone that is produced only during pregnancy. It is secreted by the cells that form the placenta. Levels can be detected in blood about 11 days following conception and detected in urine about 12 to 14 days following conception.

An hCG level of less than 5mIU/ml is considered negative for pregnancy, and anything above 25mIU/ml is considered positive for pregnancy.

Something is not right.
