So what your friend told is the opposite of what happens. You start to ovulate about 15 days after your period. So the first 15 (or so) days after your period are safe. You can calculate based on the last day of your period.
You need a prescription from the doctor to get birth control pills. It can improve PCOD. Having a regular period improves your chances of getting pregnant. In fact women who don't have a regular period and want to get pregnant usually go on BC for a while to improve their cycle and fertility.
