Once sperm is outside of the body and exposed to air it begins to die off. Sperm will sustain inside the body in warm moist areas. So on your hands in dry cold temperature, sperm will begin dying in about 20 minutes or sooner if you wipe them off.
There is no way to get pregnant by way of hand/fingers with dried sperm on them inserted into a vagina, so you are safe there.
