Anytime there is infection in the body, white blood cell count will increase, in an effort to fight the infection. You should be told what the infection is, so persist with questions until you are given an answer you are comfortable.
With regards to the tingling in your arm, I would go have it checked further into. I can see initially, the IV causing some discomfort in that area for a short time, but not tingling.
