Is it normal to have watery clear/white discharge before a period? I'm supposed to get my period on March 15th, but don't they say you're supposed to get dry doscharge before a period? And are women usually fertile right before their period?

Women are at the most fertile mid cycle, not at the end. In fact, even though there is no truly safe time to have unprotected sex, the end of the cycle is the safest. 

Discharge varies from woman to woman.  A clear discharge at the end of the cycle is not unusual, while discharge mid-cycle (at the time of ovulation) is the most common. There are no absolutes when it comes to this kind of thing.
