SOMETIME MY THROAT JUST INSTANTLY GO DRY AND I START COUGHING TO THE POINT THAT I BEGAN TO CHOKE.

No, coughing is not a sign of diabetes. Why were you thinking this indicated diabetes; do you have risk factors or other symptoms that may be a sign of diabetes?

Symptoms of Type 1 Diabetes:
* Frequent urination
* Unusual thirst
* Extreme hunger
* Unusual weight loss
* Extreme fatigue and Irritability

Symptoms of Type 2 Diabetes^
* Any of the type 1 symptoms
* Frequent infections
* Blurred vision
* Cuts/bruises that are slow to heal
* Tingling/numbness in the hands/feet
* Recurring skin, gum, or bladder infections

^Often people with type 2 diabetes have no symptoms

Uncontrollable coughing could be a sign of many things, most namely a cold, flu or virus or upper respiratory infection/condition (since it is a dry cough). Are you allergic to specific allergens, or currently smoke? Do you have any other symptoms of a cold, flu, sinus congestion or respiratory infection?
