I am facing this same issue too. I have been married for a year. I fear penetration a lot. This has put a lot of strain on marriage. Am still a virgin. Thus sounds so ridiculous. I have tried foreplay and psychologists. Still no solution. What else can I do? Hmmm. So sad. I didn't even know some other women were going through this too.

I was going to suggest more foreplay before easing intercourse, but you say you have tried this, as well as counseling. Perhaps some women in our community can suggest what has worked for them.
