As when we experiece different symptoms based on our hormones, especially as it associate to our age.

Because you mentioned anti cancer medication, did you look to see what side effects are listed?

It is common, if you are at the premenopausal or menopause age range to experience hot flashes with your skin feeling cool. However, it sounds like your skin temperature is more consistently cold whether you are having a hot flash or not.
