In your case, based on an AVERAGE 28 day cycle and an AVERAGE ovulation day of Day 14 of a cycle, you would be at your most fertile in and around July 13th. But please bear in mind that there are plus and minus several days here, because everyone's cycle is different. Your best bet is to consider yourself at your most fertile from Day 10 to Day 20. Day 1 is the first day of your period.

You may also want to think about getting an ovulation predictor kit - you can buy them at your local pharmacist. He or she can point you in the right direction.
