Hi, I havent actually done this with my boyfriend yet, but i was thinking about it as a way for us to have fun wthout having all the risks of sex..Is it safe to do this, or is there a pregnancy risk? He hasnt ever cum while we are making out and dryhumping before, but i do usually get wet.

Thank you for answering my question! I read the articles, and so im assuming that this would be a mainly safe activity to preform, as long as his underwear are tight enough to not slip and as long as there is no genital to genital contact. Since there is no penetration, and even if he came sperm can not swim through clothing, im assuming this is a generally, mainly safe activity. Does that seem reasonable to you?

Yes, sperm cannot "swim" through clothing, and as long as there isn't genital-to-genital contact.
