I guy was lightly stroking my arms then my breast above my cloths and then between my legs (Vulva). I kind of liked it but then asked him to stop, which he did. My question is if he and I are just friends, is it ok for him to massage me in those areas? (No sex involved at all, just rubbing outside the clothes.)

Only you can answer that question. If you are comfortable with your friend to experiment, then the answer should be yes. You indicated that you told him to stop which tells me that you were uncomfortable to continue. If you are not ready - WAIT!
