could this be a sign of cancer? food allergy? she has had this problem for years and has been to a lung doctor among others but as yet no answer/solution.

Your mom's issue is a pretty common one and most people seem to say that their doctors have few answers for them.

Here are a few reasons why this could be happening:

Your mom may be eating too much dairy - this may cause a build of up of mucus.
She may have an over growth of yeast. Is she worried about cancer? If she has had this for years, it's not likely to be cancer but she should see a doctor if this is a legitimate worry for her.

Some possible natural solutions for her are to drink apple cider, or drink a tablespoon of vinegar mixed with a glass or water. Not at all appetizing, I know, but some swear by it. Is yoga a possibility for her? Several yoga or Pilates positions really help with drainage.
Hot water with honey and lemon juice.

Medications that work for some are Singular and Clariton.
