Lumps in the pubic region can have many causes. Do you mean it literally that she has lumps in her vagina? The vagina is inside the body, not out. She needs to see a doctor straight away if that is the case.
If you mean her genital region (by way of saying "vagina") then lumps could be anything from skin tags, to ingrown hairs to a sexually transmitted disease or infection, to some kind of growth that needs a medical evaluation.
Whatever the case is, she needs to see a doctor.
