Is it possible to get pregnant if you may get precm on your hands. But by the time you touch your vagina the hands are dry, dry hands=no sperm?

There is no risk in this scenario. Dry sperm is dead sperm but pre-ejaculate does not contain sperm unless a man hasn't urinated since very recent sex. Anything on your hands wouldn't cause pregnancy.
