So, my boyfriend and I were dry humping but our genitals did not have direct contact since we were both wearing underwear and pants. Throughout the process I believe he did not ejaculate as he was dry. Later he fingered me but I'am not sure if he touched he penis first. Could I be pregnant if he touched his penis that I'am certainly sure that it was dry and then fingered me?

You cannot get pregnant this way. There is a risk of pregnancy when a woman has unprotected sex with ejaculation inside the vaginal canal or (more rarely) on the opening.
