Your daughter will need therapy and different kind of medication for her OCD if it's severe.

For PMDD - this is something some women suffer than can take a week out of every month and make them (and those around them) miserable.

Birth control pills are all essentially the same (the combo, which is what most women take). They contain a combination of estrogen and progesterin and are all generally the same dose with the same active ingredients. They may or may not help with all her PNDD but they may certainly decrease her pain and discomfort which can help with her cycle-induced depression a lot. Her OCD will need different meds altogether.

These steps can help manage symptoms of PMDD:

Regular exercise 3-5 times per week
Get plenty of rest
Eat a balanced diet with plenty of fruits, vegetables, and whole grains
Diet should also exclude sugar, caffeine, and alcohol
The following can help manage symptoms of PMDD:

SSRIs (eg, Paxil , Prozac , Lexapro )
Others such as Wellbutrin
Nutritional supplements

It's a good idea to have her talk to her gynecologist to discuss a combination of medication and therapy. Go along with her and take notes si you can work on this together.
