What's causing pain in feet?

I have incredible pain in my both feet. They hurt constantly, sometimes throb like a toothache. Feels like someone beat the bottom of them with a stick. Hurts really bad when I initially stand on them, but get slightly better after I start to walk. If I sit even briefly, then stand they are worse again. On my days off from my retail sales job which involves a lot of walking, I try to stay off them which help, but the pain never ever go away. The only way I can get through the day is by taking too much pain meds, including non narcotic medication and both Tylenol and Aleve all together. I'm worried what that's doing to my body. Ice helps, and staying off them, plus I take baths twice a day as the warmth helps too. Doctor thinks it could be Plantar Fasciitis, but I don't think so. Both my entire feet hurt constantly, and I don't know what to do. Really hoping someone can help me. I'm thinking its arthritis. I need help!
