The crime of stalking by groups has been reported as long ago as the 1960s, but has become much more common entering the 21st century. There are a *huge* number of things one can do to another which can destroy the other's life, but don't meet the threshold of attaining serious help from the justice system. But enough of these "sub-crimes," repeated by a group against an individual every day can be absolutely life destroying. Suicides have resulted from these "low importance" assaults.
Both the justice system and observers dismiss these "little annoyances" as something which can be easily ignored. What these dismissive observers cannot understand is that when "little annoyances" manifest several times every day, and continue at night, and continue for years, and continue even though the target changes jobs or moves, the target arrives at a point where life doesn't seem worth living.
