are soar ingrown hairs / bumps on the vagina normal? is it an STI?

i get soar bumps on the front of vagina and sometimes on my labia, sometimes their pretty painful. they look like ingrown hairs or zits sometimes small but sometimes they're large. is this an STI? or is it normal?
