Why am I getting hair in new places (e.g. neck, chest, nipples)?

I've always keen kinda hairy, but lately, I've noticed an abundance of NEW hairs in places where I didn't have them before... is this normal? I hate it. if I pluck them they just come back and usually become ingrown :(

Am I not getting enough of something? or too much?
