What are the chances of getting pregnant this way? Is this safe?

So me and my boyfriend have had times where we rub our genitals together, while he is wearing a condom. He always makes sure that we stop in case his condoms slips or falls off, which never really does. Is this safe? Or can I get pregnant this way?
