The only time the foreskin covers the glans is when flaccid.
Here is your silly question about smelly-- you are stupid, when properly rinsed, it has no more smell then your vagina--in fact since it is EASIER to rinse out then your vagina--guess which is more smelly?

Usually its hard to clean it, so if you were circumsized you wouldnt have a hard time cleaning it AND you wouldnt have to worry about your penis smelling bad ,ALSO. If you are uncircumsized and you have sex/masturbate and you cum, it would be a mess. It would either spill/drip/splatter because the hood is covering it.
