If the start date of your last period was July 28, then you are on Day 38 right now. You should be able to test now; most home pregnancy tests will detect HCG (the pregnancy hormone) when you are about 1-3 days late. I am guessing that you are about a week late now? How long are your cycles normally? That should help you know when to check. For instance, if your cycles are normally 26 days, you're 12 days late. If your cycle is normally about 32 days, you're only about 6 days late. But either way, most HPTs should be accurate by now.
