There are certainly symptoms of cystocele and rectocele which are the following:

In more serious cases, the symptoms of cystocele include:
Urine leakage while laughing, sneezing, or coughing
Incomplete bladder emptying after urination
Pain or pressure in the pelvis
Frequent bladder infections
Pain during sexual intercourse
Feeling of tissue bulging out of vagina

Symptoms of rectocele include:
Pain or pressure in the vagina
Pain during sexual intercourse
Pain or pressure in the rectum
Difficult passage of stool
Needing to apply pressure on vagina to pass stool
Feelings of incomplete stool passage
Feeling of tissue bulging out of vagina

Your main concern is the danger of not having the procedure. The simple answer is you should really discuss this with your physician as each case is different. You indicated that you had the procedure done 15 years ago and it didn't work. I will assume that you suffered from anal prolapse since the procedure which now has moved into the vaginal area. I would suggest that this is a major warning sign that now may be the time to perhaps have this fixed before your symptoms get worse. If you question your prognosis, you could always obtain a second opinion. Unfortunately, we can only provide you information about your condition and you should really follow up with a physician who can examine the extent of the damage.
