If you have been unable to completely relax and can't be too loud because of your housemates, then this is likely the reason why you are unable to climax. This doesn't mean that there is anything wrong with you and I'm sure your partner understands.
If you want to be able to have 100% free, uninhibited sex-- try a new location. His apartment/home, a hotel/motel room, wait until your roommates are gone--get creative! You have nothing to worry about, it's all a matter of circumstance and once you're able to relax and enjoy sex to it's maximum potential then you will be just fine.
