There are many reasons blood pressure numbers can fluctuate. They include

Medication (or lack of)
Diet
Lack of exercise
Stress
Other underlying medical conditions
Obesity
Impending stroke or heart attack

Anyone who notices their pressure fluctuate should contact their doctor for advice.
