i dont know the kind of cream i should use for my skin

i am a Nigerian, i have a fair completion but i don't know how to perfect it. i am sometimes fair and sometimes chocolate, i want a fairer complexion that will be visible. and the cream or body lotion will be about 1500 in Nigerian currency. thanks
