It is itchy, but not unbearable. I seem to figure out why this keeps appearing or what it is from. The rash is red inflamed blotches not small bumps. They start on the tops of my hands and will go up the forears and them a little on the upper part of my arm, just below my shoulder.

Sounds like you are having an allergic reaction of unknown cause.
One possibility is an allergic contact dermatitis. Something that is coming in contact with your hands and arms during the day is triggering an allergic response.
A second possibility is an allergic reaction to something that you are ingesting, such as a food or medication.
The blotches are called wheals. They are a response to histamine being released in the skin.
When did this begin to happen? Have you taken any new medications or foods since the reaction started? Used any new soaps, cleaning products or the like?
Once you have gathered the answers to these questions, consult your physician, who may recommend a consultation with an allergist or immunologist.
