My mother has refused dialysis and her kidney function is down to 14. How long can someone live if they refuse it?

She is 85 years old. She is very confused, has very little appetite and is extremely tired. She has a cough and her eyes are swollen and so are ankles. She is in a nursing home.

Kidney function that is under 15% is called end-stage kidney failure, where a person will likely die without intervention. We cannot say how long this will take, as there are many variables involved. It sounds like she is quite ill. Please discuss this with her doctors and if she continues to refuse an intervention, spend as much time with her as you can and take care of her affairs.
