If bladder cancer penetrated the wall of the bladder, is there more chance of suvival if the bladder is removed?

My husband was given chemo with the understanding that it would be more successful
to have chemo before removing his bladder and prostate. Now he doesn't want to go through the surgery. Is there a better chance of remission if he goes through the surgery?
