My mom has had several episodes where she gets a headache and dizzy..what could it be?

A couple times per month, she gets really dizzy and feels really light-headed. She says she gets better when she eats something. I think it's hypoglycemia, but she doesn't have diabetes. Is it possible to have hypoglycemic episodes without being diabetic?
