I have vascular purpura on my arms that never goes away. The skin feels rough and bumpy. very depressing please help

I get terrible marks just brushing against something. It seems like I get marks when I'm sleeping. It never clears up. I don't take blood thinners. I was told nothing can be done. I don't want to wear short sleeves because people stare. Any help is appreciated.
