what is the cause of nthe delay in period after taken postinor 2?

i had unprotected sex 11 days after my last period,i took postinor 2 immediately,and 5 days later i ovulated. 3 weeks now since i took the pills no sign of menstruation and i tested negative on pregnancy. my last period was on 28th of October.
