What could be cause/treatment for pain in upper neck and lower back of head?

Pain started last evening, slept w/o pain but it has been nearly constant today. Cannot look up without holding my head. In the neck it feels like a bad stiff neck. I've attempted to alleviate it with heating pad and aspirin
A bit of relief after taking tablets, but pain is back. Should I wait it out or see a doctor?
