My mum is diagnosed with invasive ductal carcinoma and has been advised on chemo before surgery. Is chemo necessary?

Biopsy result appear that the lump consists of mostly necrotic tumour tissue and scans show that the organs and bones are fine. Why is chemo still recommended by the doctor?
