Tubal ligation (tubes tied) and tubal implants are both considered permanent forms of contraception. Reversal of a tubal ligation is possible, but is not very successful and requires a major surgical procedure.
Has her partner considered a vasectomy? This is a much cheaper and more effective procedure, and most importantly, is lower risk than tubal ligation. If this is not an option, there are other forms of contraception that can be used (see link below for options).
